It's only open to the general public in the sense that non-amateur station
have access to the internet servers. That traffic is then received from the
internet by amateur and non-amateur alike. It's then up to the amateur
stations that feed RF circuits to take appropriate action to not send
non-amateur traffic to air. I run xastir as an Igate. My screen show AR and
non-AR stations but I have to deliberately decide what traffic I send to RF
from the internet feed by including callsigns (wildcards are ok) in a file.
So, whilst I can see CWOP stations if I so desire (and normally I choose
not to display them), thier appearance on my screen is purely from an
internet feed where an AR licence isn't needed.

My gut feeling was that you did.

I wonder if that ID is the unique CWOP station number? Have you had a look
at this site http://www.wxqa.com/ It seems to have a wealth of information
relating to CWOP stations. There's even a link on the front page to
aprs-is info.

With AR stations that run weather stations the weather station data is in
serial form and fed into the aprs program via a comport.
