The Tracker2 or the T2-135 will both do it.  The T2-135 fits inside
the Alinco DR-135T radio (don't buy the Alinco TNC board).  There's
also the T2-301.

I don't know of others that can use the Garmin Fleet Interface Mode.

You'll need to build or buy a cable that puts the GPS into the fleet
interface mode.  Recent discussions on APRSSIG or maybe the Tracker2
list detailed which cables you need for what.

You might need an APRS app that talks KISS mode to be able to run
APRS software on a laptop talking to a T2.  In KISS mode you lose
the ability to get the GPS data from the TNC.  Another possibility
is to use the non-KISS mode and see if the TNC supports the
Control-E method to get the GPS data, also known as PicoPacket mode
'cuz that's the first TNC or perhaps the most well-known TNC at the
time that implemented it.  I know I mentioned Control-E mode to
Scott before but I don't recall now whether he implemented that.

For flashing new firmware into the TNC you can use Windows under
WINE to do it (I've done this 3 times so far successfully, using a
laptop with a real serial port).  You can also send the flash image
using a comm program, the procedure was documented on the Tracker2
mailing list.

For configuring it:  Similar options as above plus you can configure
it remotely once you set up the remote ID to use.

I have some Tracker2's, all early models, but haven't tried all the
possible ways to configure them yet.

The T2's are purpose-built TNC's for APRS.  Back-to-back packets
and/or large packets may not work.  Stick to small packets that are
received one at a time and it will probably work for you.  Of course
you can't control what the remote station might try to send you.

For a general setup that can be used with nearly any APRS or TCP/IP
or AX.25 software, check out the Kantronics KPC-3+, but it's quite a
bit more expensive.  No fleet management mode but it will do
Control-E, KISS, and both large and back-to-back packets.
