I uae a USB to Serial converter cable to program my tm-d700a for memory freqs and for APRS data, reads and write to 700 with my Dell laptop that does not have a serial port, works great.

It's the other direction that doesn't work so great:  One end of the
USB cable has to have a "smart" host.  You can't connect one "dumb"
device to another "dumb" device.  The smart host has to have
software drivers and such and a bit of processing power in order to
know how to do the transfer.  USB is a complicated protocol.

In general, you need a PDA/laptop/desktop on one end.  A USB->Serial
adapter requires a computer at the USB end.  The other end can be a
"dumb" device like a TNC or a GPS.
