Space News has the false notion that ITU has regulatory authority.  It has
none.  All authority remains with ITU Member states.  ITU functions entirely
within the International Telecommunication Convention and annexed radio
regulations.

Basic ITU documents are online for free download.  Radio Regulations are
available here: http://www.itu.int/pub/R-REG-RR/en.  Suggest reading
Articles 9 and 11 on coordination and notification.  Also, read Resolution
757, which is an effort to simplify the administrative procedure for small,
short life projects, and Resolution 646, which applies to some
amateur-satellite service stations.

Yes,

FUNcube-1, FUNcube-2 on UKube-1, Delfi-n3Xt, FOX-1 and 2 and KletsKous will
all have transponders and Delfi-C3 had one.
Turksat-3usat also contains a transponder that only worked very briefly.
And please amend if I forgot one.

Regarding the Space News article: not only the role of ITU is not
completely accurate, there is more shortcuts taken. The important thing is
to at least make the CubeSat builders aware.
