Thanks for the reminder  -
I forgot about the 74.4Hz "turn on" tone -
I had a quite pass last night -- I was hesitant to transmit until
I heard somebody on the downlink.   Then I tried a test call (with
the 67hz on) - and
did not hear my downlink -- adding to the puzzle.

  I would have to side with Nigel here as my understanding is that he is
quite correct - you are not allowed to listen into the Police
frequencies for instance or any other frequency that you are not
authorized for - maybe you can in Scotland Gordon :-P

Each country has its own rules.  In Australia, you're allowed to
listen to anything sent in the clear, except for traffic covered by
the Telecommunications Act (i.e. phone calls).  The Police were fair
game, until they switched to encrypted digital systems several years ago.

Hi!

On the AO-51 pass that just went by around 0012 UTC this afternoon,
I tried something I do with any HT I get - work satellites.  I picked
up a Yaesu VX-8GR at Dayton 3 months ago, and have started using it
for APRS.  Since it has two VFOs on it, I did not have to program any
memory channels to get it working for satellites.  It is not a full-
duplex radio, but it can work.  I use a Diamond SMA-BNC adapter on it
all the time (a well-designed adapter, which makes a secure physical
connection to the radio), and put a Diamond RH77CA 2m/70cm long duckie
on it.  Since I did not have my Sony digital audio recorder with me, I
used a recorder app on my N900 phone, with the phone sitting in my
shirt pocket and the microphone hole pointing up.  And I was doing this
on a west-facing balcony at my office in Scottsdale AZ (DM43al).

This pass was a nice one for Arizona, with maximum elevation at 64
degrees to the west.  The footprint still covered a significant
chunk of North America.  Once the satellite got up to about 25 to
30 degrees elevation, I could hear it easily with the squelch wide
open on the receive VFO.  I made a few QSOs, including one with John
K8YSE still on his road trip.  Thanks to everyone for the QSOs, and
thanks to John for all your work putting on a lot of rarely-heard
grids in that part of North America!

With this radio, I had to change from one VFO to the other before
and after transmitting.  Since this radio has two VFOs, I could
still hear the downlink even if the transmit VFO was the active
VFO.  I had to make sure to go back to the receive VFO to make my
Doppler adjustments, and then to the transmit VFO if I wanted to
be heard through the satellite (something I missed once or twice).
Sure, this is not the ideal handheld radio for FM satellite operating,
but it is definitely good enough as a backup if I am not able to
use my normal HT (IC-T7H) or any of my other radios to get on an FM
satellite pass.

I will not regularly work satellite passes from this location.  I
tried it today, since I was the only one in the office (I had some
work to do on one of my computer systems, best done when nobody else
is in).  There is a hospital about 1/2 mile (about 1km) south of here,
which throws out a lot of intermod - a good reason not to work many
passes here.  With a better antenna, and especially pointing south
toward the hospital, I would have had problems hearing the satellite
downlink.  Even with all of that in mind, I now have another radio
that I've used on the satellites - and is capable of being used in
the future if the need arises.  It will definitely be used for APRS
when I go on the road, mostly through the terrestrial APRS network but
I might see if I can get an APRS packet through the ISS some time.

Steve,

   I believe AMSAT is sending the Journal, and I don't remember claiming
they weren't.  I also know it quite often doesn't get here.  It is the only
piece of regularly scheduled mail I have trouble with.  I suspect the postal
service is having problems between me and AMSAT.  I was just checking to see
if that has happened again.  The answer I got leads me to believe it is too
soon to tell with this issue of the magazine.  I asked the original question
simply because it is very difficult to know when you were supposed to get
something you didn't get :-)

Joe,

Don't assume that AMSAT didn't send it to you 'till you've verified it with
them and they think they had a problem.

I've had delivery issues on things too, and it is the fault of the Post
Office.  Your local PO can range from fantastic to wretched, and here in
Ann Arbor MI, it seems like we're more towards the wrong end of the
scale.  One issue of QST had a completely mangled front cover, so bad
that I called the PO here and complained.  The response was... "Oh.".
Lansing MI on the other hand, has such an efficient system that a
letter mail to my home town of Ann Arbor *gets there faster* than the
same thing mailed *in* Ann Arbor in most cases.

So when the ham mag you've been waiting for looks like a war refugee,
or has been AWOL for 1 week+, think about the system that carries it
to you.  Note: This is not a rant against the USPO--I support it, but I
think
it needs help, and I don't think that money is the answer.

In the USA

I am not aware of any Federal law that prevents listening to government
frequencies. They are considered directed communications and can not be used
for personal gain nor be repeated or transcribed by the listener.

There are many local laws, however as soon as the constitutionality of the
local laws are challenged (Regulatory rights for radio communication are
reserved for the Federal Government) charges are dropped. These laws are
maintained only for their nuisance value.

In my oppinion, I don't see much difference between the military
broadcasting on

this satellite to hams?and cross band HF contacts with military stations where
the military transmits on their?own frequencies knowing that hams are
listening.

?Granted in some places it may not be legal to listen to 149.985 or for hams
to
listen to non amateur broacasts but that is another issue.

If only the military can uplink to this satellite then I would expect that
they
are accountable for what gets broadcast.???

(hams) would be asking the Navy, to whom the downlink frequency is
allocated, to transmit one-way amateur communications thru this satellite,
correct?
