I don't know the answer to your question Jim, but I DO know it is
the largest group of Non-Active hams in space at one time.

Seems typical to me that the federal government would set a precedent in
which they encourage licenses in space which I assumed to be free
space. Why should anyone require a license off the planet? This reminds me
of the FCC selling licenses for frequencies that only exist when used.
