Many thanks Tim and also to the others who sent me encouragement and
suggestions off list.
Several people suggested the WA5VJB "cheap yagi" design and I'm aware
of them, in fact I already have two separate ones, an 11 element 70cm
and a 4 element 2 meter one.they are left over from my original TS-2000X
station along with my SaebreTrack Basic Stamp based tracking boix and
OR-360 TV rotators for Az/El.
I will get all that back up in the air as I'm not much for portable ops
( It was cold tonight!!) but I'll probably build a dual band version of
the yagi's on the off chance I go trekking off somewhere and want to
bring my gear along.

The times reported on the website of SA AMSAT ( http://www.amsatsa.org.za )
and with the time told by Mike, DK3WN (thanks Mike) do not correspond with
the schedules resulting from my simulations. For the Sumba not go active on
Europe the satellite had to be activated and deactivated in the region of
Africa the same would happen to North America, but I do not know if someone
has the privilege of controller in North America to enable and disable the
transponder. I do not know if I was wrong or the controlers team of Sumba
have mistake with respect to time and the regions reported.

Hi Piraja,
Most probably they just upload a job to Sumbandila to be executed at
the specified time.
That is done by the control stations in SA.
Just speculation on my part.

On the AO-27 pass @ 2200z or so, I happen to be in DM05 by happen chance
meeting with David K6CDW, and so I threw out the portable and did one pass
from near the Bakersfield Airport. If anyone I worked need DM05, shoot me a
card or eQSL and I'll shoot one back...

The Controllers team of Sumba announced another test today. Involving South
Africa in the first phase. And the second part of testing the satellite will
be activated on the Antarctic Circle and disabled in South Africa.
Interestingly, or there are several controllers or the controllers have the
ability to program the Sumba to activate at certain times.

I would not dream of second-guessing you for a moment, since you are
fully engaged in this stuff and I am simply an interested observer.
However, why doesn't the following quotation directly from the ITAR
regulations provide the exemption we need? The quotation comes from the
section that defines what are the items that are covered by ITAR:
ITAR Part 121 - The United States Munitions List

Note that SME refers to "Significant Military Equipment"
Paragraph (a) seems to cover everything and anything having to do with
satellites, but the asterisk and "NOTE" attached to it seems to say that
an Amateur radio satellite for use by Amateurs instead of foreign armed
forces should be exempted, doesn't it?
Granted, I realize that we have already lost one argument with ITAR
about our past cooperation with AMSAT-DL, but is there some compelling
reason why the lawyers didn't point out this exception?
Just wondering...
If I had to guess the answer myself, after looking at the horribly
convoluted language of the small piece of the ITAR regulations that I
have looked at, there is probably another paragraph elsewhere that
effectively says, "we were just kidding when we said that it had to be
used by foreign armed forces, we really mean it to cover everything"
