Let us be be more specific.
There are two type of packet radio messages - PRIVATE (SP) and BULLETINS
(SB). 
The latter seem to find their way around the globe, but private mail IS NOT.

Maybe the answer is to send everything SB?

I'm sending KA1EUI a separate SP message to test the links, and would like to
see an SP reply back.
