To expound on the Dust Bowl, it went largely ignored in the East until Black
Sunday drew the attention of Washington. The reson is simple, the Capitol
hadn't been New York for many years, when dust covered Washington the
government finally took note.
If you want an excellent look at "Okies" migrating, "California or bust" I
reccomend watching The Grapes Of Wrath, IMO an excellent movie far more than
entertainment. Not only does it show how difficult migration was, but how
difficult conditions were when they got there working as migrant labor on
farms as virtual slaves under similar conditions African slaves experienced
earlier.
Another way to see the hardship they endured on the Great Plains and the dust
storms there are plenty of pictures on the Internet. Dust storms haven't gone
anywhere, you can also see today's cities in the Desert Southwest looking
like midnight at high noon.
