Even if they could, they couldn't use packet, not in its current form.

The ax25 protocol doesn't provide for the extra letter in the callsign, and
even if the protocol was re-written, imagine the software/firmware that
would have to be re-written/re-hashed to cater for the revised protocol.
New versions of Winpack (impossible, the source code was destroyed at
Roger's request) and every other flavour of packet terminal program, every
BBS program, every node program, every aprs program, every TNC EPROM (maybe
KISS would be safe because KISS EPROMs are dumb), etc, etc.

If the extra letter had emerged 15-20 years ago it might have provided the
impetus to move to higher speeds and more efficient protocols.

Given the current state of packet, and I include aprs, it's lucky to
survive with what it's got.

I can't imagine the software developers writing a new protocol and new code
just to fit a few hundred, at most, VK amateurs with a four letter
callsign. For those in the dark, Australian Foundation Licencees have a
VK#Fxxx callsign. The # is the state number.
