Sorry if I confused you, while broadcast by definition is open to the public
and there is no restriction on divulging content there are copyright issues.
Specifically as an example, whenever the NY Yankees game is broadcast the
announcer reads the copyright copy on the air. "Copy" BTW is a broadcast term
for written text. All other is considered "transmissions" intended for
a specific person or persons which are covered by the Communications Act
which I previously mentioned but inadvertantly forgot to separate. That's the
difference between a broadcast and a transmission.
Since you mentioned the Ministry of Fisheries (weird) being the original
regulatory body in Canada now Industry Canada (still no clue about radio, hi)
here's a brief history lesson. Originally US radio then Wireless was governed
by the Federal Radio Commission, 1934 was the landmark date. The
Communications Act created the Federal Communications Commission and
empowered it to govern communications in general.
You reminded me of the DoT issuing CB licenses, since there was no reciprocal
agreement with the US in addition to my US license I had to get a permit to
operate in Canada. No separate callsign, I was still KMD7606 but I don't
remember if I had to put a Canadian tag on it or not.
I mentioned the fee, but there's more. There were 4 channels above 23 in the
Business Radio Service my uncle was licensed for in addition to KKD9035 Class
D where max power was 30W. There were a few other businesses in the area, one
was a gas station with a tow truck. Uncle used E. F. Johnson (don't remember
the model) but I do remember the truck had a Courier 30B in it. I never asked
how much the license cost.
Of course KA9LCF paraphrased US law but don't you think his intention was to
hold it up as an example?
