Effective 31 Jan 2013, holders of the Advanced Amateur Licence in Australia
will be permitted to use the new 630m band, which was approved in the
2012 World Radiocommunication Conference of the ITU in Geneva earlier this
year in February. The new bsnd shall cover 472kHz - 479kHz. The maximum power
allowed in VK will be 5W EIRP (Effective Isotropic Radiated Power)
PEP (Peak Envelope Power). Any emission mode may be used that has a
necessary bandwidth requirement not exceeding 2.1kHz. There are some
exclusion zones specified that affect some northern and western parts of the
country.
While the 2.1kHz bandwidth limit is too narrow for standard SSB, it is cetainly
wide enough for CW and certain digital modes, including perhaps the new "FreeeDV"
digital voice mode that compresses voice down to a 1.1kHz wide QPSK digital
stream, and is based around the "Codec 2" open source speech codec and FDMDV
