I think many sysops just filter the 7 + stuff off and or block 
the frequent senders of such. 
 
As a sysop, if you don't take the time to decode it then you 
have no way to ensure the content is appropriate, legal, and 
so forth. Most of it will probably only be looked at by a very 
tiny percentage of users (if at all) and often comes through 
incomplete to begin with.
 
Opinions will obviously vary, but that's the practical reality 
of things. 
 
There appear to be a number of utilities here for working with 
such files: (caution, I can not vouch for these downloads)
