It's been a great idea, Bob, even if some licencees don't see it that way.
They're probably the same people who said limited callsign licencees
aren't "real" amateurs back in the 1950's, even though both grades sat the
same (written) theory examination.

There are two reasons why the VK#Fxxx (Foundation) callsigns aren't on
packet;
1. They're not permitted to use packet
2. the AX25 protocol can't handle the extra letter in the callsign in most
cases. The specification is for up to 6 alpha-numerical characters, plus
ssid.
