I should imagine that he had to pester, especially if his pestering takes 
on the form of his packet bulletins: poorly addressed, difficult to follow, 
lacking punctuation and almost usually a copy/paste from somebody else.

Excatly, although Ian could also do with a "Full-stop and comma officer" 
which would help matters no end.

Just imagine, opening the newspaper to the following:

"The CPS declined to press charges as they thought the accused looked 
'cute'..."

Anyway, you're one to talk about personal data when you don't even sign
