That's exactly my question - I wondered whether OFCOM released the data as 
a one-off or do those who asked for it get a "service pack" of 
changes/updates.  Also, bear in mind that this data is being released to 
anybody who asks for it and their understanding (or compliance) with the 
rules surrounding its release can be ignored or interpreted in a way which 
they see fit - ref: ZHI ;)

He has done nothing ground-breaking by offering this data. The only 
breaking aspect of his actions would appear to be the rules regarding the 
release of the data and what he's allowed to do with it.  Remember, Ian is 
one man - he does not have a Data Controller to ensure compliance.
