Thank you for your application to use Amateur call sign data in call
book. Please accept my apologies for the delay in responding to you.

Ofcom appreciates the value in making the Amateur Callbook Data
available and has received several requests to make this more
generally available. As such, Ofcom made arrangements for this to be
available by way of a licence, pursuant to the Regulations on the
Re-use of Public Sector Information. The licence terms and conditions
explicitly identified the purposes for which the information could be
used, namely for the publication of a call book only.

Ofcom originally anticipated that a limited number of individuals
would apply for this information in order to publish a callbook, and
so had made plans to individually acknowledge each request and process
the licence applications within a short period of time. However,
further to announcements made by some individuals on amateur radio
forums and similar websites, we received an extremely high number of
applications for this information. There has therefore been a delay
in processing each of these licences and it has not been possible to
individually contact each of the applicants, for which I apologise.

Ofcom has had concerns that some individuals will attempt to use the
information in a manner incompatible with the licence conditions and
for other uses other than some radio amateurs had previously consented
to. Furthermore, following publication of the callbook data on a
personal website, we have since received several complaints from
individuals and business that their personal data is being unfairly
processed.

Our approach is always to be open and transparent and to treat all
applications to re-use in a fair and non-discriminatory way. However,
it is important to Ofcom to operate within the framework of the law
and, as such, we have suspended further distribution of the callbook
data whilst we explore our options with the Information Commissioner’s
Office.

We sincerely hope this information will be available in the near
future once we have received further advice, and we appreciate your
patience whilst these issues are resolved.

Once again, please accept my apologies for the delay in responding to
you. I hope the above information has provided clarification to you on
the reasons in the delays.
