Hi Peter VE3WBZ,

Yes the free license for individual amateurs in ZL was a "trap" the
National Association (NZART inc.) failed to recognise. The Ministry needed
to recoup the money they gave away on the "free license". Charging for
things that were free because all amateurs paid a share was the result.
Now all repeaters, beacons & BBS have to pay $50 a transmitter.
They do get listed in the national RF database & qualify for some
protection from QRM on shared site.
Individual amateurs have "free GURL" licenses that have a similar status
to the remote control you use to open your garage with.

They say "No taxation without representation", but the reverse applies
too. No fees paid equals no clout with the ministry.
