I don't think there has been such a bulletin.

Maybe you misread or misunderstood the bulletin that I put out ?

I said that those switching to internet access should consider putting on
a Packet NODE, not a BBS. They could then give others in RF range of
themselves radio access to the Packet Network, in a similar way to a normal
packet radio user leaving his TNC on so that others could digi through him.

Just because one may run a packet node does not exclude them from reading
or writing bulletins.

It appears to me that you never really bothered learning about packet radio
and how it works. Hence my comment about second class.
