We lost the arguement. (We tried!)
Following happened. I may not agree with the outcome but I am pragmatic.
So 2 things can happen.
1) We move to 4575 and have a national APRS frequency (no channel
selecting as we go mobile)
2) We persist with 465 and have to QSY when moving between areas.
The idea was raised that SI stay on 465 and NI QSY (this may alleviate
some interisland traffic).
The remit will fail. It will fail because it is not NZART business, and
council woopsied by not telling Chch this before Breakin went to print.
It will also fail because BBS users have bandplan rights to 465.
To quote Noel "APRS Johny come lately's" are causing this issue with 465.
It will also fail because of its wording, and as it is worded even I wont
support it.
It should have been worded that APRS be permittted on 465, and that licences
not be withheld for UIDigi's on 465.
Myself, Steve and Hamish from Gisborne tried to advocate APRS on 465 use but
were shot down by the rest of the meeting. "You have an APRS freq - whats the
problem with using it".
Next issue. ABout 4 465 licences are being held up by council pending
convention, the remit and what ever else. comes after that. It will get
stalled forever and objections will follow. Further to that any existing
465 have potential for interference complaints against them if they interfere
with Packet radio.
MED will refer to the non binding bandplan for advise on such complaints.
So. Do we wish to achieve a nationwide network on APRS with UIDigi? This can
only happen on 4575. There is still too much packet use (yes really) in
Tauranga and Auckland, and to a lesser extent Waikato (and may be others).
They will never permit APRS on 465.
Hawkes Bay has no problem with QSYing IF IT ACHIEVES A NATIONAL FREQUENCY.
We are lucky as we can QSY tomorrow and be licenced. Others will need to
submit form 10's to do so (no cost here).
The only cost will be for new xtals for those that require them - if this is
the outcome I will do a bulk order.
If we stay on 465 many may have to do private engineering and this may still
get held up as ARC's are required to co-ordinate with NZART (refer bandplan)
to approve licences. Cost = lots. $400 for mED to do. Other ARCs $300 ish.
Many ARC's are shy of doing amateur fixed licences.
I know this arguement has gone around in circles for years but it needs to be
sorted.
I can see their (council's and Noel's) point on this. But more importantly I
can see the goal is for a national freq. Is this what we all want?
Please offer fair and constructive comment.
HB needs to decide quickly before winter (snow) arrives.
Many other surrounding us have agreed to follow HB so I dont want to make this
call lightly.
