On 8 December 1991 in Viskuli, the residence of the Belarusian
Government in Belovezhskaya forest preserve, the leaders
of the Republic of Belarus,
Russian Federation and Ukraine have signed the Agreement
on establishment of the Commonwealth of Independent
States (CIS). On 21 December 1991 in Alma-Ata the heads
of eleven sovereign states (except the Baltic states)
have signed the Protocol to the above Agreement,
in which they stressed that the Azerbaijani Republic,
Republic of Armenia, Republic of Belarus, Republic
of Kazakhstan, Kyrgyz Republic, Republic of Moldova,
Russian Federation, Republic of Tajikistan, Republic
of Uzbekistan, Turkmenistan and Ukraine on equality basis
established the Commonwealth of Independent States.
The participants of the meeting have unanimously
adopted the Alma-Ata Declaration, which confirmed
the devotion of the former union republics to 
cooperation in various fields of external and
internal policies, and announced the guarantees 
for implementation of international commitments of
the former Soviet Union. Later, in December 1993
the Commonwealth was joined by Republic of Georgia.
Thus, at present the CIS comprises 12 young sovereign 
states - former soviet republics.The Commonwealth of
Independent States Diploma may be claimed by any
licensed radio amateur eligible under these rules 
who can produce evidence of having contacted, since
the date specified in the list, amateur radio stations 
in all 12 countries of the Commonwealth of Independent States:
4K - Azerbaijan (21.12.1991), 4L - Georgia (01.12.1993),
EK - Armenia (21.12.1991), ER - Moldova (21.12.1991),
EU - Belarus (08.12.1991), EX - Kyrgyzstan (21.12.1991),
EY - Tajikistan (21.12.1991), EZ - Turkmenistan (21.12.1991),
UA - Russia (08.12.1991), UK - Uzbekistan (21.12.1991), UN -
Kazakhstan (21.12.1991) and UR - Ukraine (08.12.1991).
Where, very occasionally, a contact is made with a
station using a callsign legitimately outside the geographical
area to which the prefix normally applies, it will 
count for the actual area from which the operation
takes place. The evidence submitted will
need to be clear.
All claims must be submitted in a form acceptable 
to the CIS Diploma Manager. Each claim must include
the following signed declaration: «I declare that
all the contacts were made by me personally from the 
same DXCC country and in accordance with the terms
of my radio transmitting licence, and that none of 
the QSL-cards have been amended in any way since receipt.
I accept that a breach of these rules may result in
disqualification from the award programme. I further
accept that the decision of the SRARS Award Committee
shall be final in all cases of dispute». A statement 
from the applicant’s national society or local radio 
club that the necessary QSL-cards have been checked
will be accepted except that the CIS Diploma Manager reserves
the right to ask to see some or all of the QSL-cards.
Each claim must be accompanied by a fee of 5.00 GBP
or US$10 per certificate.
All contacts must be made by the holder of the callsign.
Contacts may be made from any location in the same 
DXCC country. Credit will be given for contacts made
on any of the amateur bands below 30 MHz. Contacts
with land mobile stations will be accepted, provided
the location at the time of contact is clearly
stated on the QSL-card. Credit will be given for
two way contacts on the same mode and band, i.e.
not cross-mode or cross-band. The submission for credit
of any altered or forged confirmations or, equally,
bad behaviour on or off the air which is judged by
the SRARS Award Committee to bring a particular
programme into disrepute may result in
disqualification of the applicant from the CIS 
Diploma Programme. The decision of the SRARS Award
Committee on this and other matters of dispute will
