I don't know how many homes here have blanket bans on ham radio. There
have been several hams in homes here still using 2 metres. There has been
no ban on ham radio but there is a ban on amateur masts and aerials,
probably for very good reason. I knew of one ham in a retirement village
who had a 14 meg vertical  in his little bit of back yard where his rotary
clothes hoist stood. His neighbours did not seem to worry about that. 
The late VK6KJ had a pace maker fitted and he made enquiries as to any
risk using ham radio, He was told there was none.

I do know that most if not all of the homes have a ban on ham radio due
probably to the high incidence of medical equipment and pacemakers etc.
