There are a few and google produces a couple of names.  Virgina Packet
Network - https://vapn.org    Something in Ohio comes up too.  Or you
could just start one.  

VHF/UHF or HF or all of the above?  Report back
here if you find something interesting.  Although I'm part of a AXIP
network with some friends I understand the allure of doing it via
RF only.
