Most easy solution:

7plus bulls can be send as 7XXXXX@xxx bull topic.
E.g.: 7PHOTO@ww, 7PICS@eu, 7SOFT@usa etc...

7xxxxx - will indicate, that file will be contain some 7PLUS data.

Also for those sysops, who not like 7  bulls it will be easy to reject them all 
by include '7*' to reject list.

Would like to talk also about parts size:

there are no sense send tens small 5-10kb parts!
Better to send less number of parts but say of 20-30Kb size!

Why? Now size not matter for most stations, who FWD over AXIP/Telnet links!

But who still have fun and FWD via HF low speed modes - its more easy
to track/stop/reject big size bulls, than try to pass lot of small parts,
that will in most case waste time/equipment/power to transfer them.

Just my two cents based on long time operation in packet.
